Decent Work Program Really Important For All

Phnom Penh: A decent work program for Cambodians, especially workers, is seen as important and an indispensable priority, but it remains to be seen whether the four pillars of decent work will be provided for all.

Former Minister of Labor and Vocational Training, Ith Sam Heng, on March 29, 2023, said that Cambodia is a leading country in implementing five decent work programs so far. Already the stage for the program 2019-2023, which the three main priority goals have achieved proud results:

The first priority is to develop jobs and enterprises, with more Cambodian women, men, youth and vulnerable groups getting decent and productive jobs due to increased economic diversification, productivity, competitiveness and digital economy development.

The second priority is to strengthen and expand social protection so that more and more women, men, youth and vulnerable groups in Cambodia have healthy and safe employment and benefit from sustainable, transparent and equitable social protection services.

The third priority goal is to improve labor relations and labor rights, with social advocacy, labor relations and labor rights being improved in line with international labor standards, including for migrant workers. These three priority goals are indispensable for Cambodians as well as workers.

Pav Sina, president of the Collective Union of Movement of Workers, sees that some of the four main pillars of decent work programs have been removed or not fully implemented, such as labor rights, due to workers have been restricted in their right to participate in union activitie or the formation of unions at the grassroots level.

He said social dialogue, which was seen as an important mechanism and a priority for resolving workers' disputes, was still lacking because the voices of the unions were still being ignored.

Although the above three priority goals have already been achieved, it is still necessary for all stakeholders, especially the International Labor Organization, to continue to examine gaps, incomplete implementation or non-compliance. Available for vulnerable individuals or those who do not meet the above conditions.

If decent working conditions are successfully implemented, it will definitely contribute to the socio-economic development of Cambodia and provide protection of rights, benefits and protections, as well as the provision of services to citizens, employers, workers and the economy. In the system and the informal economy and the Cambodian workers abroad, better and more efficient, aiming to improve working conditions, rights, freedoms, professional organizations: harmonization of professional relations, professionalism, occupation and employment, and social protection to participate. As for the Royal Government to rehabilitate and accelerate the economic development of Cambodia.
