Minister of Labor: Public Forum of Social Dialogue Is a Strategy to Deliver Real Solutions for Workers and Farmers

Phnom Penh: Minister of Labor and Vocational Training Heng Sour stated that the Public Forum of Social Dialogue is a strategic approach to providing real solutions for workers and farmers.

His remarks were delivered during the high-level ceremony marking the 140th anniversary of International Labour Day and the Public Forum of Social Dialogue, held under the theme “Social Protection Response Policies, Labor Rights, and the Global Crisis” at the Koh Pich Convention and Exhibition Center.

Addressing approximately 1,200 participants from unions, federations, associations, communities, partner organizations, and relevant ministries and institutions, the Minister described the decision to hold this public forum as “a good and effective strategy.” He noted that it enables direct dialogue with senior officials and experts to raise concerns and find practical solutions for workers and farmers—far more effective than sending letters or communicating through the media.

Such forums continue to strengthen social dialogue between the Royal Government, unions, employers, and civil society organizations. Their goal is to promote policies that address key challenges—particularly labor rights, job security, and social protection systems—amid the global crisis, while advancing harmonious industrial relations.

The Minister stressed that efforts to improve labor rights and social dialogue must not be limited to a single day but sustained every day. He urged all parties to use this occasion to foster a stronger spirit of love for the workplace and the nation, emphasizing that harmony, tolerance, and mutual understanding in the workplace will drive factory growth, higher productivity, and better wages for everyone.

His Excellency added that, in response to the global economic and energy crisis, the Royal Government has implemented several measures to ease the burden on citizens and farmers. These include adjustments to retail fuel prices and the decision to provide a temporary travel allowance of $2.50 on top of existing travel and accommodation allowances for workers and employees. The government also exempted approximately 100 million baht in taxes from mid-February to April.

He noted that the roughly 2.7 million people within the social security system and approximately 8 million outside it represent the main driving force of the economy and must be given equal opportunities. As a concrete achievement, the number of self-employed and dependent members in the Social Security System has risen to 920,000 in the first quarter of 2026. These members now benefit from coverage for occupational accidents, health care, and pensions.

The Minister emphasized that “Health is the most precious asset both now and in the future, because when we are healthy, we will have everything—and it is also a great fortune for future generations.”
